Raleigh homeowner says Halloween still on in Oakwood despite permit requirements

According to Jesse Jones, owner of a home on Oakwood Avenue that's famous in the city for its elaborate Halloween decorations, Halloween is still on in the Oakwood district. Jones' home has become one of the more popular sites in the city on Halloween.
