It is known as a haven for high-Democrats when Republicans are in power and as an incubator for new policies. It is to the Democratic Party what the Heritage Foundation is to the Republican Party, except that the Heritage Foundation is allied with the extremists in the GOP, not the centrists. CAP recently published a report concluding that Trump’s decision to station troops in Los Angeles, Memphis, and the District of Columbia cost $1.7 billion but had not reduced crime. Trump didn’t like that report. He didn’t agree with its conclusion. Understand that journalists and think tanks publish articles critical of elected officials every day. Elected officials may use their bully pulpit to disagree, but they can’t stop critics from voicing their views.. That’s the way it has been, but Trump likes to break norms. Trump has retained a lawyer and threatened to sue CAP for $5 billion.
