Mixed-use overhaul pitched for neighboring Gwinnett office parks
Metro Atlanta’s trend of revamping older office parks into walkable, live-work-play hubs could continue on a large scale in the western fringes of Gwinnett County.
Developers are planning to remake two neighboring, Norcross office hubs near the intersection of Holcomb Bridge Road and Peachtree Industrial Boulevard into a “vibrant, pedestrian-oriented, mixed-use” venture soon, according to Development of Regional Impact paperwork filed Friday with the Georgia Department of Community Affairs.
The “underutilized” properties in question are Jefferson Plaza at 3169 Holcomb Bridge Road and The Station at 3081 Holcomb Bridge Road, per filings made by a Chamblee-based LLC called Crooked Creek Development Partners.
The mixed-use proposal would span 18.65 acres but requires rezoning from an OI (or office-institutional) to CX (mixed-use development) designation. It has yet to be given a project name, per the DRI project overview.

Timelines call for completing the first phase of the Norcross project in 2027 and the full scope by 2028.
The development calls for 320 luxury multifamily residences wrapped around parking and 30 for-sale townhomes, both fronting Crooked Creek and its “flanking mature tree canopy from the south,” per the DRI paperwork.
Portions of two existing buildings at The Station would be used to create 16,100 square feet of street-level restaurant and neighborhood retail.
Plans also note that more than 126,000 square feet of office space would be included.

The Norcross proposal wouldn’t be the first of its kind, generally speaking, to pop up lately.
According to a new analysis by national apartment search platform RentCafe.com, metro Atlanta has climbed to the eighth biggest market for future office-to-residential conversions in the nation, with a bump of 18 percent over the past year alone.
More than 2,600 residential units are in the pipeline at metro Atlanta conversion projects right now, per the analysis.
Numerous examples of office-park conversions are in various phases of development from Sandy Springs (the massive Embassy Row project) and Brookhaven (the $605-million Northbend proposal) to Alpharetta (Portman’s Brookside Village, among others) and beyond.
The development tactic—while often expensive and time-consuming—is part of a broader national trend to sop up excess office space and activate underused property following the COVID-19 pandemic.
